Well, as well as i know rapidleech is not legal for google adsense. Its bcz RL Store files on servers and mostly it is used to download and store warez files which is not allowed as per Google tos.
Popup script is also not good for adsense as every time a user download the file, he/she need to click the ads which can let adsense to do verification about your daily clicks status.

I guess it is not legal but forcing people to click an ad before you can transload is certainly against adsense rule.

Incentive to click will get you in some trouble with your provider.
If you use the a popup script, you can just have it so they do not need to click, so many people force you that they may think it needs to be clicked, who knows.

Technically, you can put any ads on a rapildeech site.
As long as the incentive to click (popup script) is not there you should be fine, also noting that you should have a disclaimer stating your leech site should not be used to transload warez.
You probably can use a popup script as long as you state in that page, clearly, that you do not need to click the ad to start the download, rather, have a link above and around the ads - "Click here to start your download" and something that says, clicking ads is not required, only click ads if your genuinely interested in the ad.
